The hot pink handcuffs, belly chains and leg irons are not intended to be a fashion statement, but the sight of a teenage offender dressed in brightly colored restraints attracts attention from officers at the South Carolina Department of Juvenile Justice.
“They thought it was a unique idea,” said Aiken County Sheriffs Office Investigator David Blevins, who routinely transports juvenile offenders to DJJ.
Since late summer, the ACSO juvenile section has used the brightly colored restraints. Lt. Vicky Gaskins came up with the idea. |

“The main reason we use them is to help keep track of our equipment,” said Gaskins. Color-coded handcuffs also are used at the Aiken County Detention Center to classify offenders. New arrestees wear red, and individuals housed in maximum security wear orange.
After cleaning the handcuffs, a hot pink powder coating is applied. The metal is negatively charged allowing the paint to adhere to the handcuffs. The equipment then is baked in an oven for 30 minutes. |
